I kid you not!

Variable speed limits between J24 (The Coldra) & J28 (Tredegar House) to be fully operational by Autumn 2010

AND "Traffic lights will be installed at the entry to the Brynglas tunnels to prevent queuing in the tunnel bores. When not in use, the green light will be lit"

In theory this sounds madness but I presume (perhaps hope) that the bods that come up with such plans are well informed and experienced in these matters.

Something needs to be done about that particular stretch of the M4 so let's hope this one works out (for £7 million it had better!).

In theory what they proposed to do with the Coldra "Hamburger" sounded madness but is seems to have worked OK and relieved the congestion on the approach roads as well as the roundabout itself.

Variable speed limits seem to work on the M25 & M42 & with the use of the hard shoulder at peek times the traffic flow is generally smooth as opposed to stop start.

As you say, something needs to be done on this stretch cos it's a nightmare at the moment.
